TideCloak 0.5.13

Removal of security reduction

Connecting to an Azure PostgresSQL flexible required to install Azure's old CA certificate (see issue reported here) and accept SSL certificates with obsolete SHA1-enabled signature scheme (see repoted issue here), which required to re-enable that scheme on the TideCloak's RHEL OS. This release included the installation of a newer Microsoft CA certificate for the PostgresSQL server in the TideCloak's docker image that allows the newer SHA256-enabled signature scheme.

ORK URL certification bug fix

Previous release 0.5.8 introduced ORK URL certification as part of an ORK registration to Tide's fabric, however it didn't work because of a minor bug. Now it is fixed. Now ORKs register sucessfully to the network.
